Along the way, Lee encounters a new villain, the German (played by Tobin Bell), a homicidal genius who has developed a new technology that puts the nano-technology of the ''QR'' drug to shame. He seeks to create an army of soldiers who, like himself, are virtually indestructible. The German is a formidable foe who proves to be a tough match for Lee.

Adding to Lee's setbacks, he must also deal with the interference of the evil and corrupt military general Wisely (played by Jon Polito), who seeks to use the nano-technology for his own purposes. Meanwhile, Lee's world is rocked when he discovers that Dr. Leung's daughter, Tracy (played by Carmen Lee), is alive and wants revenge on the Syndicate for the death of her mother. Tracy is a skilled martial artist in her own right and joins forces with Lee to take down the Syndicate and rescue her father.

The action sequences in Black Mask 2: City of Masks are fantastic and fast-paced, full of gunfights, hand-to-hand combat, and high-octane chase scenes. The use of futuristic technologies and gadgets in the film adds an extra layer of excitement to the already adrenaline-packed fight scenes.
