In the 1977 film Breaker! Breaker!, Chuck Norris plays John David "J.D." Dawes, a truck driver who sets out to find his younger brother who has disappeared in a small California town. Along the way, Dawes discovers that the town is controlled by a corrupt group of criminal bikers. This realization sets off a chain of events that ultimately leads to a showdown between Dawes and the gang.

The film begins with a montage of Dawes driving his red big rig across scenic highways and byways. Dawes is an affable, blue-collar guy who loves his job and has a strong sense of justice. He's also fiercely loyal to his family, especially his brother Billy, who is portrayed as a bit of a troublemaker.

When Dawes arrives in the town of Texas City to pick up a load, he discovers that Billy has been arrested for a minor traffic violation. The town's corrupt judge, Joshua Trimmings (played by George Murdock), sentences Billy to a month in jail and a $2000 fine. The problem is that the town's only form of commerce is a crooked trucking business, and there's no way Billy can pay the fine. To make matters worse, Trimmings is in cahoots with a biker gang called the Brotherhood of Freedom, who are terrorizing the town's residents.

Dawes tries to pay the fine for Billy but is rebuffed by Trimmings. He then tries to speak with Billy, but the young man has been moved to a "prison ranch" outside of town that is controlled by the Brotherhood of Freedom. Dawes quickly realizes that something is amiss when he is denied access to the ranch and is threatened by the bikers.

Determined to find his brother, Dawes enlists the help of local waitress Arlene (played by Terry O'Connor) and a wise old trucker named Spider (played by Don Gentry). Together, they discover that the Brotherhood of Freedom has been using the prison ranch as a front for their own illegal activities. The bikers are also working with Trimmings to extort money from the truckers who pass through the town.

As Dawes and his allies try to uncover the truth, they find themselves in danger of becoming the next victims of the Brotherhood of Freedom. The bikers chase them through the countryside, set up booby traps, and take hostages. Dawes, however, is not one to back down from a fight. He uses his martial arts skills to take on the bikers, while Arlene and Spider help him with their driving and shooting abilities.

The film climaxes with a showdown between Dawes and the Brotherhood of Freedom in a deserted ghost town. Dawes drives his truck through the town, crushing cars and taking out bikers left and right. When he finally confronts the leader of the gang, Chuck Norris delivers a classic line: "I'm gonna put you where you won't be able to whistle at passing trains."
