In the dystopian future of 1999, the violence and crime in American schools has spun out of control. The government is forced to step in with a drastic solution: robotic teachers, programmed to control the students through fear and punishment. These androids, referred to as "educational droids," have been brought in to restore order to the worst schools in the country.

The story follows three high school seniors, Cody (Bradley Gregg), Christie (Traci Lind), and Angel (John P. Ryan), who attend one of these high schools in Seattle. Cody is the leader of a gang of rebellious teenagers, while Christie is his girlfriend and Angel is the school's principal.
