Released in 2004, District 13 is a French action movie depicting the life of people within the destitute ghetto divisions of Paris, especially the 13th district, hence the title. The story was written by Luc Besson who also co-produced the movie with Bernard Grenet. The highlight of the film is its use of Parkour in a handful of stunt sequences that were accomplished without any wiring or CGI. The film earned a Box Office of $9.3 million and runs for 86 minutes.

The storyline is set in 2010 wherein Paris is immersed in various social problems including violence, illegal drug dealings, and organized crime groups that have taken control of shabby suburbs. District 13 is one of the affected areas, with a population of around 2 million. Unable to manage the division, the government builds a steep wall covered by barbed wires around the whole perimeter. This prohibits the settlers inside the district to live without any appropriate utilities, police security, and education. Checkpoints are enforced to deter anyone from leaving or entering the area.

In a span of three years, a feudal network has cultivated among the crime groups of District 13. The division is now flocked with illegal drugs like heroin and is entirely managed by gangs. Certain blocks are safeguarded by different people, one of which is a street-smart and athletic man named Leito. He helps protect his high rise apartment and keeps drugs away from the people living in the building.

Damien Tomaso, an undercover police leader, infiltrates a covert casino and is assigned to apprehend a drug lord and gang leader named Carlos Montoya. His extraction plan, however, fails when the entire building is shut down when the SWAT team arrives. He forces his way through the meth laboratory and eventually escapes. Leito and Damien soon meet when Damien chooses to get arrested to help Leito escape from District 13.
