Gainer is a ruthless and sadistic criminal with a fearsome reputation who has no qualms about killing people who get in his way. Krasny sets out to apprehend Gainer and his gang, but the more he uncovers, the more dangerous and corrupt the situation in Harbor City becomes.

Amidst the ocean of crime and corruption, Krasny finds an unlikely ally in Christine (Barbara Stock), a photographer and former lover of Gainer, who agrees to help him take down the criminal kingpin. Together, they embark on a perilous journey that takes them deep into the heart of the violent world of Harbor City's gangland.
