Punisher, now years into his assault on corruption, confronts a gathering for mob boss Gaitano Cesare. The attack forces Billy Russoti to escape to a recycling plant where the Punisher tracks him down. In the offense an undercover agent is killed and Billy is mangled in the glass-crusher. Believing Billy to be dead and distraught by the death of an agent, Punisher tries to make amends to the agents family by offering them money. Instead they refuse it, upset by the news. Billy, now Jigsaw, releases his lunatic brother from incarceration in order to track down and kill the Punisher. They use the widowed agents wife and child as well as the Punishers partner, Microchip, as bait to lure him in.
Initially the Punisher decides to give up his renegade pursuit of fighting crime after the death of the undercover agent. The failure to atone for this mistake leads him to question the consequences of his own choices and how they affect others. In response to this Microchip encourages the Punisher to carry on, if nothing else than for the widow and her child because Jigsaw would likely make them targets.
Along with Microchip the Punisher is assisted to a large degree by Detective Martin Soap, who uses his position in the Punisher Task Force to keep an eye on the vigilante and help where he can.
