Puppet Master: The Legacy is a horror film released in 1999 directed by Charles Band. The film is set in the attic of a mansion where a strange old man attempts to explain to a young woman the story of Andre Toulon, a puppet maker who has the ability to bring his puppets to life. The old man, who is revealed to be Peter Hertz, the assistant of Toulon, starts to recount the story of Toulon, who was first introduced in the first Puppet Master movie. Toulon had learned the ancient technique of animating his puppets from an Egyptian sorcerer named Afzel, and he became a master at the art of bringing inanimate objects to life. However, the Nazi Gestapo discovered Toulon's puppets and killed his wife, causing Toulon to commit suicide in grief.

Hertz explains that Toulon's puppets are still alive and kick and that they have the ability to transfer their soul to another body if their current body is destroyed. Hertz believes that he is the only one with the power to control the puppets, but he has been slowly losing his grip on them over the years.

As the story progresses, Hertz shows the young woman a number of letters, diary entries, and footage which tell the stories behind all of the puppets. We are introduced to new puppets like the kamikaze Leech woman, the brainy Tank, and the explosive Dr. Death; as well as to older characters from the previous movies like Blade, Tunneler, Leech woman, and Pinhead.

Throughout the movie, we learn about the history of each puppet and the people and ghosts they have encountered in their journeys. We are also given insight into the motivations of these puppets and how they work together to accomplish their shared goals.

Puppet Master: The Legacy culminates in an epic showdown between the new and old puppets and Hertz, who is trying to regain control of the puppet's legion. The battle takes place in the house of a wealthy collector who has managed to obtain several of Toulon's puppets.

Overall, Puppet Master: The Legacy is a very satisfying entry into the Puppet Master franchise. The film is a great addition for fans of the series as it fills in some much-needed backstory and depth to the puppet characters.
