In the post-apocalyptic world of 1996, two young men named Phillip Chandler (played by John Stockwell) and Marlowe (played by Michael Dudikoff) are living in an underground shelter after a nuclear war has decimated the world's population. Phillip and Marlowe, who were children at the time of the war, have grown up in complete isolation and have only each other for company.

Phillip, who is a writer, dreams of adventure and excitement in the world outside, while Marlowe, who is more practical, is content to stay hidden away in their shelter.
