Raw Justice is an action-packed crime thriller released in 1994, directed by David A. Prior and starring David Keith, Robert Hays, and Pamela Anderson. The film unfolds in the seedy underworld of Los Angeles, where a corrupt police state rules the streets, and justice is hard to come by. Along the way, Jack and Kelly face off against corrupt cops, dirty politicians, and a cast of colorful characters, including a cross-dressing informant, a kinky stripper, and a psychotic hitman.

Robert Hays plays the role of Mayor Prentiss, a sleazy politician who is in cahoots with Gallego and his gang. Hays portrays the character with smarmy charm, oozing sleaze and corruption, as he tries to cover up his dirty dealings by any means necessary.

As Jack and Kelly get closer to uncovering the truth behind the criminal empire, they face increasingly dangerous situations, leading up to a thrilling finale that culminates in a high-speed chase through the streets of Los Angeles. The film is full of intense action, shootouts, and car chases, and the chemistry between Keith and Anderson provides some comedic relief along the way.

Overall, Raw Justice is a gritty, no-holds-barred action movie that delivers on its promise of high-octane thrills and spills.
