Scanner Cop is a 1994 action/sci-fi movie directed by Pierre David and starring Daniel Quinn, Darlanne Fluegel, Richard Grove, and Mark Rolston. The movie takes place in Los Angeles, where a new wave of crime has hit the city. Criminals are using a new drug, "The VIPER," to enhance their abilities and commit heinous crimes. Meanwhile, a rare breed of humans known as "Scanners" are being hunted down by the police force.

The lead character, Sam Staziak (played by Daniel Quinn), is a police scanner cop who uses his unique telepathic abilities to track down criminals. Staziak is a Scanner, someone with the ability to read people's thoughts, control their actions, and even hurl them across the room with his mind. He's also a cop, with a keen sense of justice and a desire to rid the city of its newest scourge.

As Staziak begins to investigate the drug ring that distributes VIPER, he comes across a group of Scanners who are using their powers to control people's minds and perform various heists. The Scanners are led by Peter Harrigan (played by Richard Grove), a former cop who has turned to a life of crime. Harrigan is a powerful scanner, and he sees himself as a leader of a new order of humans, who will use their abilities to change the world.

Staziak's investigation takes him closer and closer to Harrigan and his gang of Scanners. Along the way, he meets a fellow cop named Kristen (played by Darlanne Fluegel), who is skeptical of Staziak's powers but ultimately becomes his ally. They also cross paths with a gang of VIPER users, who are wreaking havoc on the city with their newfound abilities.

As the plot thickens, Staziak must use all of his training and powers to take down the Scanners and stop VIPER from spreading any further. He also has a personal connection to the case, as revealed in the movie's opening scene. The climax of the movie is a thrilling battle between Staziak and Harrigan, with the fate of the city in the balance.

Overall, Scanner Cop is a fun and entertaining action movie with some sci-fi elements. The performances are solid, especially from Quinn in the lead role, and the special effects are impressive for the time period.
