State of Dogs is a documentary drama film that was released in 1998 in Mongolia. A dog is shot by a government official whose job is to get rid of stray dogs around the city. The dog becomes a spirit dog, and reviews its life before being killed. The dog remembers its life being a family dog, and working to herd the family's sheep. It then remembers being abandoned when the family moved to the city. Eventually, the dog is able to find a pregnant woman, and helps her have a child under difficult circumstances.
