Rob Schneider stars in a comedy film about a clumsy, uncoordinated man named Marvin Mange who aspires to be a policeman just like his father. After failing his physical exam more than once, and constantly being degraded by Sgt. Sisk (Played by John C. McGinley), Marvin doesn't know how much more he can take. One morning, while Marvin was alone at the station, he received a call about a robbery. With nobody to help him and nowhere to turn, Marvin hurried to the scene himself. On the way there, Marvin swerves to avoid a seal in the road, and drives right off a cliff. He was in fatal condition, and if it wasn't for Dr. Wilder (Played by Michael Caton) replacing his organs with animal parts, he would be dead.
Marvin wakes up returned to his normal life, with no memory of the prior events, and more full of life than he's ever been. However, there is something different about him. He can outrun horses, and mean dogs are afraid of him. Attributing it to his excessive purchasing of "Badger milk," he doesn't worry himself. He decides to go to the park, and while he is there, he meets Rianna (Played by Colleen Haskell) while she's out walking dogs from her animal shelter. His animal instincts begin to take over, and he begins to act like an animal in front of her.
More days go by, and Marvin's senses begin to get stronger, and he's often waking up in strange places. He now chases cats, and destroys property because of his instincts, and because of it, he gets fired. As Marvin's instincts get stronger, he must find a way to try and control himself to fit into the everyday world.
