This story is based on an actual American diplomat named Townsend Harris. Mr. Harris is
sent to Japan as part of the US Consul. The governor of Japan will not acknowledge Mr.
Harris based on a conflict over the recent treaty between Japan and the US. Harris
finds himself stuck in Japan as a regular citizen and he must work to gain access to the
governor.
