Sheriff Carl Carson and mortician Walt Parker are investigating a series of gruesome beheadings in the rural town of Pakoe. The town is in a state of mounting panic and Carson does his best to prevent further killings while also hunting down the mysterious serial killer who witnesses all say was wearing a mask. This and other evidence all seems to point to a disfigured Vietnam veteran called Charlie Puckett, who works as a gardener and wears a mask due to his injuries. But Carson is not entirely convinced he has the right man.
