The Tough Ones is a 1999 film produced in Finland, a documentary that illustrates issues affecting the country. Some of those issues are delinquency, unemployment, and the sad results. It is told in a storytelling format by Hajyt, a friend of the three individuals who are the main players throughout the movie. Hajyt speaks about three friends who have trouble creating productive, positive lives. Jussi and Antii were involved in a bank robbery. The third friend, who goes nameless, wasn't charged in the crime. He eventually renounces his criminal ways and becomes a police officer.

The police officer helps his two friends get released from jail and live normal lives. But the two men return to a life of crime, which may lead them back to prison.
