Devereaux and Juanita fall in love, but their relationship becomes complicated when Devereaux discovers she has lied to him about the identity of the French spy.

As Devereaux proceeds with his investigation, he faces danger at every turn, including attempts on his life by the Soviet spies. He also learns that Topaz goes much deeper than he previously thought, and its reach extends to the highest levels of the French government.
