Frank Reagan, the Police Commissioner, is shocked to see how some NYPD officers treat veterans who seek help from them. He feels that the veterans, who have fought for their country, should be given better treatment. On the other hand, Erin Reagan, Frank's daughter who is an Assistant District Attorney, is assigned a case which involves a veteran who was arrested for a minor drug possession charge. However, the veteran insists that it was planted and he was in no way involved in it.

Meanwhile, Jamie Reagan and Eddie Janko, who are partners on patrol duty, assist a woman who is being robbed in a park. Upon investigation, they find that the woman's father is a veteran suffering from PTSD and is a suspect in a number of armed robberies. Jamie tries to convince the man to turn himself over to the authorities, but the veteran insists that he is innocent and tells Jamie that he is a victim of injustice.

Danny Reagan, Frank's son, is assigned a case which involves a gang war that has erupted between two groups. The problem is further complicated when members of one gang are found dead and the other gang blames them for it. Danny tries to bring peace between the rival gangs and discovers that they are both being exploited by a third party who wants to take over their territory.

Meanwhile, Nicky Reagan-Boyle, Frank's granddaughter, is doing an internship with Erin and helps her with her case. She is intrigued by the case and tries to find out more information about the veteran who claims that he was wrongly arrested. She discovers that the veteran has a history of drug abuse and was in fact involved in the possession charge. However, she also discovers that he suffers from PTSD and is struggling to get his life back on track.
