As the name suggests, the fourteenth episode of Durarara's first season, titled "Turmoil Reigns," is a chaotic and action-packed episode that sees the various factions within Ikebukuro prepare for a coming storm.
The episode opens with a meeting between the Dollars, the Yellow Scarves, and the Blue Squares, during which Masaomi Kida (the head of the Yellow Scarves), warns the other leaders of an impending attack by a dangerous group known as the Slashers. Despite their initial skepticism, the other leaders eventually agree to help Kida in his efforts to stop the Slashers.
Meanwhile, Celty Sturluson (a Dullahan, or headless rider) is contacted by a member of the Russian Mafia who wants to hire her to transport a cargo for them. Initially reluctant to get involved with the Mafia, Celty eventually agrees to the deal, and heads out to complete the job.
As Celty makes her way through the city, she is attacked by a group of men who are after the cargo she is carrying. The scene quickly devolves into a high-speed chase through the streets of Ikebukuro, as Celty races to avoid her pursuers and make good on her delivery. Along the way, she is assisted by Shizuo Heiwajima (a superhuman bartender with a violent temper) and his protégé Tom Tanaka.
As the chaos rages on, other characters in the show begin to experience their own troubles. Anri Sonohara, the quiet and reserved student who has recently become involved with the Dollars, is forced to confront her dark past when a group of men attempt to assault her.
Elsewhere, Izaya Orihara (a cunning and manipulative information broker) continues to stir up trouble in the city for his own amusement. He sets his sights on a new target in this episode: Mikado Ryuugamine, the timid and unassuming student who founded the Dollars. Using his trademark skills of manipulation and deception, Izaya manages to get Mikado to unwittingly do his bidding.
With so many storylines in play, "Turmoil Reigns" is a busy and eventful episode that keeps viewers on the edge of their seats from start to finish. Whether you're a fan of action, drama, or just good old-fashioned intrigue, there's something for everyone in this installment of Durarara.
