As the team of Power Rangers enjoys a day off, they are suddenly confronted by the returning villain Rita Repulsa. The Power Rangers, who had previously defeated Rita and banished her to a space dumpster, are shocked to see her back on Earth.

Rita has a new plan to defeat the Power Rangers once and for all. She unleashes her latest creation, a powerful monster called Lokar. Lokar has the ability to grow in size and cause chaos and destruction to the city.
