Q, the mischievous and powerful being introduced earlier in the season, returns to the Enterprise to offer Captain Jean-Luc Picard a tempting proposition. He grants the Captain and his crew the power to transform their reality and abilities, displaying this by instantly bestowing on Geordi La Forge the ability to see. However, in exchange for these powers, Q demands that Riker, the First Officer, join him on his next adventure.
As the crew debates the potential advantages and drawbacks of joining with Q, they are forced to address the true nature of their relationships and responsibilities to one another in the face of such temptation. Ultimately, humanity's own flaws, fears, and limitations become the deciding factors in their interactions with Q as they seek to determine the best course of action. Meanwhile, planet Bre'el IV struggles with its own internal cultural crises, as a group of locals seek to overthrow a tyrannical ruling class, and the Enterprise must examine their own ethical responsibilities in the face of this dilemma.
