

Phoenix has kidnapped 30 people from a city bus that he claims trespassed into his territory. When the LAPD eliminates his gang, Phoenix flees with Spartan hot on his trail. Under direct order to cease the manhunt, Spartan rappels from a helicopter and captures Phoenix. Demanding to know where the hostages are, Phoenix laughs and begins setting off bombs inside the building.
Spartan finds out that all thirty hostages were inside the building. Both Spartan and Phoenix escape, but Phoenix is captured and charged with his crimes. Phoenix makes the claim that Spartan was aware that the hostages were inside the building, and didn’t care, so Spartan is charged with Involuntary Manslaughter and sentenced to 36 years. Both are sentenced to “cryoprison”, which freezes criminals cryonically for the length of their sentence.
Flash forward to 2032, Los Angeles/Santa Barabar/San Diego have all merged into one big, crime-free city called San Angeles, during a parole hearing Phoenix manages an escape and then sets out to take his crime empire back. Being ill-equipped to deal with violent criminals, the decision is made to release Spartan early and in an effort to hunt down Phoenix before he takes over the city.
Officer Huxley is tasked with assisting Spartan in adjusting, and soon enough the two find that they have much more in common than a desire to rid the streets of Phoenix. But, Phoenix, backed by a powerful force in the government has plans of his own and has every intention of becoming the driving force and number one warlord in the new San Angeles.
