Coincidentally Flower Houses were known in 19th century Shanghai as upscale brothels which caters to the pleasure seekers in society. The main characters are four women who work in the brothels and the story told in the film portray the struggles and rather harsh reality that they are faced with. With this in mind, the hope that the women have is to pay off their debts or marry into a better social class. Flowers of Shanghai reveals somewhat of a romantic side to the girls working inside the Flower Houses.
