He follows those threads to the (fictitious) island of San Monique. There he meets Rosie Carver (Gloria Hendry), a CIA double agent with whom he becomes romantically involved. She appears to believe in the local voodoo traditions but is killed before Bond can clearly determine the real root of her genuine terror. Ultimately, all threads lead back to the island dictator, Dr. Kananga, whose alter ego is the crime lord known as "Mr. Big" (Yaphet Kotto). He is using local belief in voodoo to help cover his real activities in the drug trade. He has ambitious plans to dump a huge influx of free heroin on the American drug market, creating new addicts and eliminating rival drug lords in one fell swoop. He believes that it will position him to essentially monopolize the heroin trade.
Bond is able to compromise Kananga's operation via a relationship with his tarot reading advisor, Solitaire (Jane Seymour). He tricks her into believing their love is fated with a tarot deck stacked in his favor. Family tradition dictates that physical love will destroy her gift, thus ending her usefulness to Dr. Kananga. The crime lord decides this constitutes traitorous behavior. He sentences her to death via voodoo sacrifice. Bond is able to save her and also kill Kananga, thereby putting an end to the plot to undermine the social fabric of America with a new generation of drug addicts.
