Deep beneath the streets of Victorian London, a mysterious cult is gathering strength. The Prime Minister has been made aware of the danger and seeks the Doctor's assistance. Accompanied by the inquisitive journalist Sarah Jane Smith and the bumbling Sontaran warrior, Strax, the Doctor sets out to uncover the sinister plot.
As they delve deeper into the mystery, the Doctor and his companions discover a connection between the cult and the ancient Chinese sorcerer, Weng-Chiang. Seeking to unravel the truth, they find themselves embroiled in a deadly game of cat and mouse with the sorcerer's henchmen.
