In 1954 the corrupt gambling town of Phenix City, Alabama is known as "The wickedest city in the U.S.A." When local lawyer Albert Patterson is elected state attorney general vowing to clean up Phenix City, he is assassinated in the street before he can take office. His son John, takes his place and takes vengeance on the Phenix City mob but will use the race issue to maintain his power.
