The centers of power dealing the hard drugs are the same centers of power promulgating the artificial hysteria necessary for their continued criminalization. That keeps the price a hundred times higher than the natural value and trade exclusively in the hands of 'the muscle.' Another name for 'the muscle' is military intelligence.
