As a film from 1990, Ultra Warrior is a somewhat dated science fiction action movie that can be appreciated more for its nostalgic value than its cinematic excellence. It is a low budget film, but that doesn't mean it isn't entertaining or engaging. There is plenty of action, explosions, and gunfights to keep viewers entertained for the duration of the film.

The plot of Ultra Warrior is set in a post-apocalyptic future where the world has been devastated by a nuclear war. The few surviving humans are divided into two groups: the ruling elite that live in luxurious underground cities, and the scavengers who survive in the harsh wasteland above. The elite use the scavengers as slaves, forcing them to mine for minerals and other valuable resources.

Dack Rambo stars as an ultra warrior named Kenner, who is part of the last remaining group of scavengers. He's a tough and resourceful fighter who is skilled in hand to hand combat and proficient in wielding a variety of weapons. Early on in the film, he is captured by the ruling elite while trying to retrieve a valuable mineral, and he's forced to participate in a deadly game called 'The Challenge.'

The Challenge is a gruesome gladiatorial fight to the death where the elite pit their best fighters against the scavengers in hand to hand combat. The ultimate prize for the surviving fighter is to become one of the elite and live in luxury below ground. The elite set the rules, and the scavengers have no choice but to accept their fate.

Kenner is one of the best fighters among the scavengers, but even he is no match for the elite's genetically engineered warriors. That is until he meets a computer hacker named Jacko, who helps him hack into the elite's computer system and download secret codes that give him an edge in the Challenge. Jacko is a quirky and somewhat nerdy character who provides some comic relief in the film. He's played by Meshach Taylor, who is perhaps best known for his role in the TV show Designing Women.

Along the way, Kenner also meets a tough and resilient scavenger named Tara, played by Clare Beresford. Tara is one of the few female scavengers in the film, and she's just as tough and skilled as the male fighters. She joins Kenner on his quest to defeat the elite and earn their freedom.

As the film progresses, the action and violence ramp up, with Kenner and his team taking on the elite's warriors in a series of brutal fights. There are plenty of explosions and pyrotechnics to keep viewers engaged, as well as some inventive fights using various weapons like chainsaws, flamethrowers, and knives.

Overall, Ultra Warrior is an enjoyable B-movie that will appeal to fans of cheesy sci-fi action films. It may not have the budget or the production values of some of the big Hollywood blockbusters, but it's a fun and engaging film that is worth watching if you're in the mood for some mindless entertainment.
