Set in a dystopian Japan, Library Wars follows the story of a special task force created to protect books and the freedom of expression against censorship. In episode 5 of season 1, titled "Parental Disturbance Strategy," the story introduces a new challenge for the Library Force team.

The episode begins with a group of parents protesting against the library's newly acquired book on sex education. The parents deem the book inappropriate and a potential danger to their children's morals. Although the book is in accordance with the library's selection policy and the educational guidelines, the angry parents refuse to listen to reason and demand the book's removal from the library's shelves.

The Library Force team is called in to manage the situation. The team leader, Atsushi Dojo, comes up with a plan to try to defuse the situation and calm the protesters. They suggest a compromise to move the book into a separate section, accessible only by adults. However, the parents refuse to budge and continue their protests, causing disturbance on library premises.

Soon, things ramp up when a series of incidents that appear to be targeting the Library Force team start occurring. First, a member of the team's car is vandalized, then their unit's windows are smashed, and finally, a suspicious package is left on the library's desk. The team begins to suspect that the protesters are not solely concerned parents but also involve an anti-library extremist group.

As the situation escalates, the team decides to take on a direct approach and stage a counter-protest. They gather all the books that have been previously banned or taken off the shelves and display them in front of the library. The Library Force team wants to show the protesters that books are essential, and censorship does not necessarily mean better education. People should have the right to learn and make informed decisions.

Just as tensions reach boiling point, a new perspective on the issue emerges. A young girl approaches the Library Force team, protesting against her school's censorship of books that promote gender equality and same-sex marriage. The team realizes that the issue of censorship is more profound than just one book, and they need to fight against it in all forms and for all people.

In the end, the Library Force team succeeds in their mission. They were able to show the protesters that books are essential for education, and censorship only limits their potential. The team also manages to catch the extremist group who were threatening them. The episode's takeaway message emphasizes the importance of education and the role books play in shaping the world and its people.
