Public Enemy is a gripping crime series set in present-day Belgium. The show follows the investigation of a series of gruesome murders committed against young girls in a small town. With each victim, the killer leaves a note signed "Public Enemy," taunting the police and making it clear that he will not be caught easily.

As Yoann delves deeper into the case, it becomes clear that the Dubois family knows more than they are letting on. Despite their protests of innocence, Yoann is convinced that they are connected to the crime.
As the investigation heats up, tensions run high between Yoann and Jacques. Jacques is certain that Yoann is too reckless to be trusted with this case, while Yoann is equally certain that Jacques is covering up something. Yoann's past in the town is revealed – he had an affair with a married woman, a scandal that Jacques has never forgiven him for.
As Yoann continues to investigate the case, more bodies are discovered. Each one is more gruesome than the last, and there seems to be no end in sight. The townspeople become increasingly paranoid and frightened, with many of them wanting to take matters into their own hands.
Meanwhile, Yoann's personal life becomes increasingly complicated. He has a son with his ex-girlfriend Stefan, but Stefan is now in a same-sex relationship and wants Yoann to stay out of their lives. Yoann struggles to connect with his son and often ends up pushing him away with his abrasive personality.
