This statement serves as the motive for the film. From here, the film begins to follow seemingly harmless looking vegetable oil containers through various stops. But, the contents of the containers are anything but harmless. The containers hold everything needed to construct a dirty bomb, which eventually arrives at its intended destination. When the bomb is unleashed on an unsuspecting London populace, it proves to demonstrate how ill-prepared the city is to respond to such a deadly strike.
