When President Garfield was assassinated, few expected Chester Arthur to be the strong reformer he turned out to be. Problems brought on by industrialization, urbanization, and immigration led Cleveland to be reform-minded, but he was defeated by Harrison, who became expansionist in world affairs as America's own frontier closed.
