The documentary film is focused on a group of Soviet cultural workers who work out of the Soviet embassy in the United States. The group is attempting to create a "peace day" in the United States, which if accepted as a proposal the Soviet government has agreed to reciprocate with a special holiday of the same nature in the Soviet Union. The embassy staff then attempt to lobby congress to consider the proposal, while operating under lobbying rules established by the United States government in these types of situations. While the group receives an initially chilly response, things may change.
