A 1946 film about a mayoral race in a medium-sized city in New Hampshire. Politics in the town had generally been pretty informal, with the town's leaders getting together and deciding amongst themselves who would be the next mayor, running unopposed. This year however, the local boy scout troop has decided to elect their leader, an 18 year-old eagle scout named Billy Bradshaw. The town has its first race in years, with the town's citizens bitterly divided over electing the corrupt old leadership, or testing out the honest government ideals espoused by the young eagle scout.
