Set in Lithuania, Anarchy Parlor is a horror film that follows a group of American college students who are on a vacation trip in Europe. While there, they stumble upon a tattoo parlor owned by a mysterious tattoo artist known only as "The Artist" (Robert LaSardo). The students are immediately drawn to the unique and intriguing artwork that they see in the parlor, and they soon decide to get tattoos from The Artist.
