Kang-hun is arrested for taking part in a protest against the government for clearing out his neighborhood for the 1988 Seoul Olympics. With the help of other inmates, he escapes the prison to tell his story of prison abuses and the favoritism of the Korean legal system for the wealthy. When they are finally caught, it is up to Kang-hun to decide whether he will go out a hero or criminal.
