When a police officer is murdered and his killer remains free, the man's ghost returns to Earth to seek justice. He finds a rookie officer willing to help him find the guilty party in exchange for his help finding a woman and moving up within the department. The unlikely duo set out to prove that this policeman did not commit suicide but was murdered by a mastermind.
