Juzo, the protagonist, comes face to face with the childhood bully that made his early years a living hell. This time around, the haughty, domineering man is his foreman on a new job site. To make matters worse, they live in the same apartment building. When a mysterious hooded figure who calls himself "Number 13" shows himself to Juzo, the man may finally get his revenge, if he is not killed in the process.
