Decisions made by Leonard Griggs and the city of St. Louis leave Lambert and the city under a mountain of debt. Carrollton and its 1800 homes are all demolished for the expansion of Lambert. After Carrollton defeated Vince Schoemehl and the F-4 plan, the city of St. Louis sells out Bridgeton again with the W-1W Lambert Airport expansion plan. Bridgeton finds new allies to ramp up the fight against Lambert Airport Director Colonel Leonard Griggs from decimating their community. Is Leonard Griggs' plan too costly for the city's wallet?
