All Over Me is a romantic and coming of age teen drama, written by Sylvia Sichel and her brother, Alex Sichel who also directed. The Princess Grace Foundation gave them a grant to create the film following the riot grrrl music scene. The story involves Claude (played by Alison Folland) who is a teenage girl living in the Hell's Kitchen area of New York City. She is in the midst of discovering her sexual identity, planning on starting a band with best friend, Ellen (played by Tara Subkoff). However, those plans are usurped when Ellen starts to date Mark (played by Cole Hauser). Claude learns that gay musician Luke (played by Pat Briggs) was stabbed to death. While Ellen throws hints that she was present when he was murdered, Claude says nothing so as to protect her. She meets Lucy (Leisha Hailey) at a gay bar who is a guitarist playing in a house band. Claude and Lucy attempt to become intimate, but Claude has a meltdown and returns to her apartment where Ellen is waiting. They argue and Claude tells her that she could not live without her. Claude spends time with Ellen and Mark. Ellen takes downers that Mark gave her and becomes violently ill. Claude helps her in the bathroom, where Ellen is grateful for the rescue. Mark is infuriated, though contains himself. Claude goes to see Lucy again, but cannot become intimate. While she walks home, Mark finds Claude and threatens her. Claude then says she will tell police about his involvement in Luke's murder. He then makes a lewd gesture, plants a kiss on her and runs away. Claude finds Ellen waiting for her at home and insists that they must inform police about Mark. Ellen explains that she would also be jailed since she was also involved. Claude tries to convince her that this would not occur. Claude starts to kiss Ellen, telling her that she is in love with her. Ellen will not reciprocate, leaving. Claude later cleans her room to remove all traces of Ellen. The police arrive to take Mark into the station to be questioned. As a result, Ellen is infuriated, telling Claude that she hates her. Claude is aware of this and says she is sorry about all that has happened. Claude then begins to have a relationship with Lucy.
