The nephew of a highly respected police chief is kidnapped. Like a good law enforcement official, Donnelly pays the ransom and awaits for the return of his nephew. While a force is gathered to cut the kidnapper off after he gives-up the nephew, no one is returned. To his surprise, the chief must now turn his focus to the nephew as a likely mastermind in a dastardly scheme to collect a large sum of money.
