"Public Enemy" (2002) is a South Korean cop movie. It pits a cop against a killer. The cop, is hardly a model citizen, for he takes bribes and robs crooks of their drugs. He is also being investigated by internal affairs. The murderer, by contrast, appears to be a pillar of the community. He's a successful businessman with a family.
