The Thief Lord is a family film based on a story of two brothers, Bo and Prosper, whose parents die. They are forced to live with their mean aunt and uncle. When Prosper turns twelve, his aunt wants to send him to boarding school as a means of separating the brothers, but they run away to Venice. The boys live on the streets. When their money runs out Bo becomes ill, and Prosper has to steal medicine from the drug store, is almost caught, but is saved by a masked teenage stranger named Scipio. Scipio lives in an abandoned movie theatre with other orphans. They steal from wealthy tourists and stores, but most of the treasures come from Scipio's home.

Scipio is not really a poor orphan; he is the son of a wealthy Massimo. The orphans sell their stolen treasures to a sleazy antique dealer, who cheats them out of their money, but offers them a lucrative job with one of his clients. The client wants a wooden wing stolen for a mystic merry-go-round. Scipio agrees to the heist, steals the wing, but receives counterfeit money as payment.
