It's Bruno Season 1 Episode 5 War of the Walkers

Bruno's owner Malcolm has to deal with a new neighbor who's also a dog owner. Before long, the new neighbor's dog and Bruno become arch-nemeses. Things heat up when the new neighbor begins challenging Malcolm to pick up Bruno's poop, even when he clearly has done so. At a local neighborhood festival, the competition between the two rival dogs turns into a full-blown war as they drag their owners through the crowds, each trying to outdo the other. Meanwhile, Malcolm's friend, an aspiring rapper, makes an appearance at the festival, but his performance doesn't go as planned.
