In search of opportunity, Stephen and his wife move to Turquoise, a town promising economic growth. They soon discover that everyone else in town is struggling to scrape up enough money every month to pay the debts. The Banker is enslaving debtors and controlling the direction of their business in an attempt to salvage his failed investment. He finds out about Stephen's plan to organize a resistance and tries to make an example of him and his wife.
