Juan Oliver is on his first tour of his new posting as a guard in a maximum security prison. During his tour he is knocked unconscious and put into an empty cell, cell 211, to recover. When he regains consciousness, he finds that the inmates of the high security unit have staged a breakout and have taken over the prison. On his own, Juan is forced to pretend to be a new prisoner. He does this and tries to get close to the leader of the prison rebellion in an attempt to aide negotiations. Things take a turn for the worst when the prisoners who have taken over the prison take three Basque separatist militias as hostages. The situation at the prison is now forced into the public eye, and tension keeps rising.
