Agent Brooks is currently trying to become the Head of Customs in Alaska, but as he does his, he finds that he is in for a challenge. Receiving a tip from a reliable source, Brooks realizes that Simeonov, a Russian terrorist, is back to his old tricks, and he is behind an illegal shipment of bio-weaponry that is mean to be shipped across the border. In an attempt to stop this from happening, Agent Brooks assembles a qualified team to go and check out his tip. After apprehending Simeonov, he escapes and his team hijacks the train that had the stolen Russian nerve gas on board.
