Lt. Cdr. Tom Dodge has always wanted his own ship in the Silent Navy. Admiral Graham, a by-the-book martinet, doesn't want to see such an unconventional operator in command of one of the Navy's finest new ships, so he sabotages Dodge during war games. Vice-Admiral Winslow, under whose command Dodge operates, doesn't appreciate Admiral Graham's point of view. He gives Dodge a command for the war games out of which he must make a top-notch ship and crew. Dodge isn't prepared for what he sees when he gets to the dock. Kelsey Grammer plays Lt. Cdr. Tom Dodge to perfection. He is appalled at the rusty bucket he has to command in addition to the crew of misfits and attitude problems he's been given to play the war game. Together, they turn rusty the old diesel submarine into a gleaming piece of equipment, then set sail for the high seas. The war game consists of keeping the old sub silent while heading for Charleston Harbor. Upon her arrival, a dummy ship is to be blown up. Bruce Dern plays Admiral Graham, whose disapproval of Dodge leads him to administer the war game himself. He boards the sub chasing Dodge, commanded by William H. Macy. As nature throws storms at Lt. Cdr. Dodge, he lives up to his name and dodges Admiral Graham's every plot to catch him. He uses a merchant ship as a hat to dodge detection by the chaser sub's sonar. Finally, he makes the run into Charleston Harbor, fast and furious, loosing live rounds with which to blow up the dummy ship. This occurs just seconds before Admiral Graham even knows he's been beaten. Dodge's crew pulls together for perhaps the first time in Navy history to form a tight unit that pulls off the impossible. They do it with humor and understanding, amid the usual submarine shenanigans. When Vice-Admiral Winslow awards Dodge his own nuclear submarine, manned by a crew worthy of his knowledge and experience, Dodge graciously accepts, recognizing his crew as that worthy crew.
