Hong (Cung Le) is moving into a drug infested neighborhood known as St. Jude. His new landlord is warning him that he will not be tolerating any trouble, however less than a block away from his new home, Hong is being tormented by a neighborhood gang. As he fights to protect himself, the landlord's granddaughter is observing his actions, and is not sure what to make of it. His Mentor Tiano (Jean-Claude Van Damme) has taught him everything he knows, and Hong has to use this teaching to help him deal with many of the episodes that he is facing. Hong is less than impressed with the state of the neighborhood, and decides that he will turn one gang against another to eradicate the problem altogether. The individual gangs are impressed with his fighting skills, but when he uses those skills against them, they develop a whole new attitude. The gangs eventually realize that it is Hong who is causing the rift, and they join forces to take him down, a fact that is easier said than done. As they approach Hong at his new home, he has managed to enlist the assistance of the thugs from the corner, but his attempts to go up against the two gangs are stopped by the local police. The chief of police Mister V (Peter Weller) is as corrupt as they come, and there is precious little that goes on in the neighborhood that he is unaware of. Having Hong on his side would be a positive thing, if he was in fact working for Mister V. The chief of police quickly realizes that Hong wants to eradicate the problem of corruption, of which he is the leader, causing Hong to automatically become his enemy. John Hyams directs this crime drama, with supporting roles by Crystal Mantecon as Rosanna, Edrick Browne as Antoine and Gilbert Melendez as Trey.
