Illicit Behavior is a 1992 action thriller film directed by Worth Keeter and starring Robert Davi, Joan Severance, and Jack Scalia. Joan Severance, who has appeared in many action and thriller films, is equally impressive as the seductive and duplicitous Rachel Pendleton. She plays the role with just the right amount of sultriness and vulnerability, making her character all the more compelling.
