In the year 2139, Earth is plagued by chaos and lawlessness. A group of rogue cyborgs called the "Shadowchasers" have taken control of the city and are terrorizing its inhabitants. The government has been unable to stop them, so they turn to the only man who can: a retired cyborg named Dallas (Frank Zagarino). Dallas is hesitant to accept the job at first, but when he learns that the Shadowchasers are led by an old nemesis of his named Rhodes (Martin Kove), he decides to take the job. He is joined by his former flame and fellow cyborg, Jesse (Meg Foster), and a band of rebels led by a man named Mac (Paul Koslo).

Together, the team sets out to take down the Shadowchasers and restore order to the city. Along the way, they face several challenges, including battles with other cyborgs and the discovery of a secret underground laboratory where the government is conducting dangerous experiments.

As Dallas and his team get closer to their ultimate goal, they must also confront their inner demons and come to terms with their pasts. Dallas, in particular, has to confront his own humanity and decide whether he is willing to sacrifice his own life for the greater good.
